Mr. Putnam's practice emphasizes counseling and litigation for public and private entities on complex issues of environmental, land use and transportation law, especially for large public and public/private projects. Mr. Putnam has extensive experience providing clients with strategic advice on large and controversial development and transportation projects, including airports, highways, real estate development, telecommunications facilities, water projects and other infrastructure throughout the country. He counsels clients regarding a wide range of environmental, transportation and development issues, including the National Environmental Policy Act, air quality, climate change, sustainability, air toxics, noise, tolling and innovative finance, land use, wetlands, endangered species, floodplains, municipal law, transportation regulations and Native American jurisdiction.

He has provided strategic advice and representation on some of the nation's largest transportation development projects (including O'Hare International Airport, Los Angeles International Airport and the proposed supplemental airport for Las Vegas), where he has been responsible for ensuring that the environmental documentation complies with the wide range of federal, state and local environmental requirements for such projects. He has also helped develop municipal climate and air quality action plans.

In addition to his experience with project development, Mr. Putnam has considerable experience with litigation, regulatory compliance, rulemaking and enforcement matters that implicate the wide range of environmental, transportation, and land use laws. For example, Mr. Putnam recently represented the City of Minneapolis in litigation against the Minneapolis-St. Paul Airport that resulted in a settlement providing noise insulation to almost 10,000 homes.

He has represented private sector clients in significant enforcement matters under the Clean Air Act involving mobile sources, natural gas processing and large power generation facilities. He has also worked on a wide range of other litigation, regulatory and compliance matters associated with highway transportation, wetlands, airport compliance, land use, telecommunications towers, Grand Canyon air tour overflights, ecological impacts to National Parks, risk management planning, habitat conservation planning, wetlands, and hazardous materials transportation.
