Ms. Miller has wide-ranging experience in the fields of environment and transportation law, with an emphasis on the Clean Air Act and the Resources Conservation and Recovery Act. Ms. Miller's experience has been primarily in the field of litigation, including an internship with the Environment and Natural Resources Division of the U.S. Department of Justice, a clerkship with The Honorable Nancy B. Firestone on the U.S. Court of Federal Claims in Washington, DC, and five years as an enforcement attorney with the U.S. Environmental Protection Agency, where she was involved in enforcing Clean Air Act stationary and mobile source programs.
Before attending law school, Ms. Miller gained broad public policy experience. At the Environmental Protection Agency, she drafted regulations and policy implementing the Clean Air Act and developing clean air programs throughout the country. In addition to her government experience, she spent two years lobbying state and municipal governments on behalf of the clean fuels industry.
