Ms. Tiongson joined Kaplan Kirsch & Rockwell in 2011 after more than a dozen years as one of the most senior transportation policy professionals on Capitol Hill. Ms. Tiongson's professional experience includes recent work with the U.S. House of Representatives, Committee on Transportation and Infrastructure, as Deputy Chief Counsel where she gained an in-depth knowledge of the legislative process, and the intersection of the law, policy, and politics surrounding transportation issues. Ms. Tiongson participated in the oversight and management of all activities of the Committee and its approximately 50-person staff, encompassing six subcommittees (Aviation, Coast Guard, Economic Development, Highways, Rail, and Water Resources), and investigations.
Prior to assuming the Deputy Chief Counsel position, she served for 10 years as the Staff Director and Senior Counsel for the Subcommittee on Aviation. Under her leadership, the Subcommittee handled legislation, hearings, markups, and other activities covering all facets of civil aviation (airlines, manufacturers, airports, labor, safety, budget, environment, international, and air traffic control policies), as well as monitored aviation matters before the U.S. Department of Transportation, the Federal Aviation Administration (FAA), and the National Transportation Safety Board (NTSB).
Ms. Tiongson also has experience in regulatory matters as a staff attorney with the FAA. At the FAA, she received three Special Achievement Awards and one Group Superior Accomplishment Award in her first 18 months of service.
