FAA Announces Interim Policy on Residential Through-the-Fence Access

On March 18, 2011, the FAA announced an interim policy concerning residential through-the-fence (RTTF) access to airports.  The interim policy requires airports with existing residential through-the-fence arrangements to develop access plans outlining how the airport sponsor meets its federal obligations and FAA requirements. The FAA also is amending Grant Assurance 5 to prohibit new RTTF arrangements and requiring that all airports certify their compliance with the interim policy.  The FAA advised that it will reexamine the issue of RTTF in 2014.   In conjunction with the interim policy, the FAA issued Compliance Guidance Letter 2011-1, a sponsor certification form, and other documents associated with the implementation of the interim policy.
