Mount Vernon Viaduct Project

Kaplan Kirsch & Rockwell represented the San Bernardino County Transportation Authority (SBCTA) as procurement counsel for the replacement of the Mount Vernon Viaduct Project ($100+ million). The landmark bridge spanning an active railyard serves an important function in the San Bernardino community, connecting residents and businesses. This project presented technical and contracting challenges given the inherent complexities of replacing an 86-year old, 1000+ feet long bridge that spans 20 railroad tracks in one of the largest and busiest intermodals yards in Southern California. SBCTA chose a design-build delivery method to help it navigate the unique demolition, design, and construction challenges posed by the project. The Firm advised on preparation of a two-step (RFQ and RFP) procurement process in compliance with California’s design-build statute with SBCTA along with the City of San Bernardino and other key stakeholders, advised with respect to proposal evaluation methodologies, and prepared and negotiated key project documents, among other responsibilities.
