Kaplan Kirsch represented the Chicago Transit Authority (CTA) as procurement and contracting counsel on the $2.1bn Phase One of the Red and Purple Line Modernization Project, the largest capital project in CTA’s history. The tax increment financing (TIF)-district funded design-build project involves a complete rebuild of significant portions of elevated transit-lines and structures, including four new stations as part of a modernization from Lawrence to Bryn Mawr and a new bypass, along Chicago’s north side. The project also requires the work to be undertaken without taking the lines of facilities out of service for extended periods of time.
