Samantha Caravello and William Mumby presented at the Special Institute on National Environmental Policy Act hosted by the Foundation for National Resources and Energy Law on March 16 in Washington, D.C. Their presentation provided an overview of NEPA’s most important features and requirements, including:
• The NEPA process from a proposal and scoping to the draft Environmental Impact Statement (EIS) and the final EIS and Record of Decision;
• The three levels of NEPA review (EIS, Environmental Assessment (EA), and Categorical Exclusion); and
• The basic elements of an EIS or EA, including the purpose and need statement, alternatives, environmental baseline, evaluation of effects, and mitigation measures
