Kaplan Kirsch and Rockwell advised Contra Costa Transportation Authority (“CCTA”) on the successful procurement and award of a System Pre-Development Agreement for the East County Dynamic Personal Microtransit Project. The project is being undertaken in coordination with Tri Delta Transit. The awarded developer team for the Project, East County Connection Partners (“ECCP”), includes industry leaders, such as Plenary, Glydways, and Flatiron. CCTA has launched the Project with a pre-development phase to design a true first mile/last mile solution to bring autonomous shuttle service to parts of Antioch, Oakley, Brentwood, and Pittsburg in the East Bay region of the San Francisco Bay Area.
The East County Dynamic Personal Microtransit Project is part of CCTA’s vision under the leadership of Executive Director, Tim Haile, to deliver a multi-city, networked, on-demand, microtransit system to serve Contra Costa County by:
• Improving transit user experience
• Responding to equitable access needs
• Supporting economic development
• Preparing for future, innovative transit options
• Communicating benefits of transit with the public
CCTA is a public agency formed by Contra Costa voters in 1988 to oversee countywide transportation planning efforts. With a staff of twenty people managing a multi-billion-dollar suite of projects and programs, CCTA is responsible for planning, funding, and delivering transportation infrastructure projects and programs throughout Contra Costa County.
The firm is proud to have advised CCTA on this important step in the continued implementation of CCTA’s vision to provide accessible, sustainable transit infrastructure for East Bay residents. Our work also builds upon the firm’s Infrastructure, Major Projects, Public-Private Partnerships (P3), and Alternative Delivery Group’s broader efforts advising public agency clients across the country on path-setting public transit projects that are piloting the use of autonomous vehicle technology.
