Firm Partner John Putnam will serve as a panelist at the American Bar Association (ABA) Forum on Air & Space Law’s 2026 Annual Conference and Meeting, “From Runways to Rockets: The Future of Air & Space Law,” in Denver, Colorado, participating in the session “Looking into the Crystal Ball: What Legal Implementation Challenges Will Part 108 Bring?”
The session will explore the legal and regulatory issues likely to arise as the Federal Aviation Administration implements its new Part 108 and Part 146 final rules governing beyond visual line-of-sight drone operations. Panelists will discuss the rules’ impact on federal preemption of state and local drone regulation, their interplay with ongoing counter-UAS initiatives, electronic conspicuity, and the FCC covered list’s potential effect on the proposed airworthiness acceptance process.
The session will take place on September 17, 2026, from 1:30–2:30 P.M. MDT. Firm Partner Steven Osit is serving as a co-chair of the conference.
