Reginald “Reggie” Nubine advises public and private clients on land use, regulatory, and public policy matters, with a focus on navigating complex local government processes and development-related issues. Reggie brings nearly a decade of experience in municipal law, where he advised city agencies, elected officials, and stakeholders on land use, licensing, and regulatory frameworks affecting development, infrastructure, and community planning. His practice includes guiding clients through legislative, regulatory, and administrative processes to achieve strategic project and policy goals. At Kaplan Kirsch, Reggie’s practice also includes public finance matters, where he works with project teams on structuring and implementing financing mechanisms that support development and infrastructure initiatives.
Prior to joining the firm, Reggie served in a leadership role with the City Attorney’s Office for the City and County of Denver, where he managed a team of attorneys and handled high-profile matters involving land use, licensing, and regulatory enforcement. In that role, he worked closely with policymakers and agency leadership to develop and implement legislation, advise on complex regulatory issues, and guide projects from conception through approval. Reggie’s experience on the government side allows him to bring a practical, solutions-oriented perspective to clients navigating zoning and entitlement matters, public-private coordination, and policy development.
