Shmel Graham brings more than 15 years of infrastructure experience spanning legal and public-sector roles, including service in the City of Los Angeles Mayor’s Office under Mayors Antonio Villaraigosa and Eric Garcetti. Shmel’s experience spans multiple delivery methods including P3 and progressive delivery models including progressive P3/pre-development agreements, progressive design-build, and CM/GC.
