Representative Experience
Florida Airport Sponsor. Assisted an airport sponsor considering adding commercial air service to its general aviation airport and expanding aeronautical development through Firm-generated RFPs, aeronautical leases, and a new set of Airport governing documents, including Minimum Standards and Rules and Regulations.
Texas Airport Owner. Assisted an airport owner adding an MRO development to its aeronautical leaseholds through a public solicitation process.
Tweed New Haven Airport Authority. Advised on lease and terminal development project agreement, including development of a first-of-its-kind FAA-approved contracting model to pair airport terminal development with airport operations contracting outside of the Airport Investment Partnership Program (AIPP).
Sacramento County Department of Airports. Advised on procurement of a consolidated rent-a-car (ConRAC) facility as a public-private partnership with an initial pre-development agreement phase.
Reno-Tahoe International Airport. Advised on negotiation and financing of a $299 million, privately financed consolidated rent-a-car (ConRAC) facility using a revenue-risk public-private partnership model.
Airport Sponsors in Michigan, Idaho, and Pennsylvania. Advised on bond-funded ConRAC lease and concession RAC agreements.
Airport Property Development. Slone guides and assists airport sponsors with the development of airport property, including the use, transaction structure, procurement, and contracting for hotels, aircraft servicing, FBOs, and other aeronautical and non-aeronautical development.
ConRAC Facilities. Slone advises airport sponsors on the planning, procurement, and contracting of ConRAC facilities, including using public-private partnerships and airport-funded models.
Procurement Practices. Advises airport sponsors regarding general procurement practices, including assisting a client with a procurement audit to improve procurement practices, documentation, and lease forms.
Aviation Fuel Facilities. Drafts and negotiates agreements pertaining to aviation fuel facilities, including airline fuel consortium agreements in Texas, Idaho, Florida, Michigan, and Ohio.
Fuel Pipeline Companies. Assists clients in negotiating with fuel pipeline companies to install aviation fuel pipelines on airport property to serve aviation fuel facilities.
Aviation Security and Safety. Advises numerous clients nationwide regarding federal obligations related to aviation security and safety, including issues related to TSA, CBP, ICE, and FAA.
Prior to Joining the Firm:
O’Hare and Midway International Airports. Drafted, amended, and revised City ordinances, rules, regulations, policies, and standard operating procedures (SOPs), including Airport I.D. Badge Rules and Regulations, First Amendment Rules, and Ground Motor Vehicle Regulations.
Regulatory Compliance. Advised on compliance with Transportation Security Administration (TSA), Federal Aviation Administration (FAA), Department of Homeland Security, and Department of Justice (DOJ) regulations.
AIP Grant Assurances and FAA Revenue Use Regulations. Counseled on compliance with AIP grant assurances and FAA revenue use regulations.
Airport Contracts and Procurements. Drafted, revised, and negotiated all forms of contracts for the airports, including building leases, concessions agreements, airline reimbursement agreements, rights of entry, facilities agreements, use agreements, license agreements, and various procurement agreements, including RFPs, RFQs, and PSAs relating to the O’Hare 21 terminal area plan.
Utility and Telecommunications Agreements. Drafted and negotiated agreements with utility and telecommunications companies operating on airport property or serving the airports.
