I am focused primarily on legal matters arising out of environmental and land use issues.
At Kaplan Kirsch, Thomas has advised on a range of cases involving complex legal matters related to water, energy, and climate sustainability and adaptation.
While interning with the California Coastal Commission, he contributed to coordinating multi-agency resolutions to environmental violations and gained experience navigating overlapping state and local regulatory frameworks. He conducted a comprehensive review of state agency interpretations of recent California housing laws, developing expertise in identifying gaps between regulatory policies and local implementation.
Prior to joining the firm, Thomas assisted in drafting a federal petition for acknowledgment on behalf of a tribe in Louisiana. During law school, he served as Co-Editor in Chief of the Environmental Law Journal and helped organize a symposium on Conservation and Open Spaces in Urban Environments.
