The Firm’s client, Snohomish County, Washington, approved an unusual public-private partnership for the introduction of commercial passenger service for the first time at the County’s Paine Field Airport, in metropolitan Seattle. The deal, approved by the County Council on March 2, 2015, approved an option for lease of property to Propeller Airports for the design, construction, operation, and maintenance of a passenger terminal. Propeller would be responsible for attracting and providing all services for any commercial carriers at the airport. The County would receive ground rent, plus a share of the profits from the enterprise. The transaction is the first in the nation in which all commercial airline service functions are privatized.
