The Firm’s client, Snohomish County, was granted summary judgment on October 15 in a state court lawsuit challenging its decision to lease property to Propeller Airports for the development of commercial passenger service at its airport in suburban Seattle. The Firm represented the County—as airport proprietor—in negotiations of the lease with Propeller. The lease is a unique public-private partnership in which Propeller is responsible for all commercial passenger functions at the airport, including all transactions with air carriers for the introduction of passenger service for the first time. Propeller has not yet announced when construction of the small terminal will begin.
