Katy is a real estate and redevelopment attorney who represents private and public sector clients in complex development and infrastructure projects. Her practice focuses on projects involving significant public participation, including public‑private partnerships, land acquisition and disposition for redevelopment, and strategies for navigating regulatory, title, and environmental due diligence. Katy has extensive experience guiding large‑scale, mixed‑use projects with multiple government and private stakeholders from early planning through final disposition, including affordable housing, transportation‑oriented development, and the redevelopment of brownfields and other impacted sites. She previously served as in‑house counsel to Forest City and Brookfield Properties, where she worked closely with metropolitan districts, municipalities and public agencies on transformative redevelopment efforts, including the former Stapleton Airport in Denver and former military base redevelopment projects in California and Massachusetts.

Representative Experience

Former Stapleton International Airport Redevelopment, Denver, Colorado

Advised master developer of a billion-dollar project redeveloping the former airport into an approximately 4,000 acre mixed-use public-private development, including commercial, residential and civic uses with over 30,000 residents. Worked closely with governmental, quasi-governmental, and private entities on public infrastructure construction and financing, access needs, title encumbrances, environmental remediation, and other development issues.

Energy site acquisition, Douglas County, Colorado

Advising independent power producer on business and legal risk issues with regard to site acquisition in Douglas County, including title, access, and mineral rights matters.

Concord Naval Weapons Station, Concord, California

Advised master developer regarding negotiation of land acquisition, entitlement, environmental, regulatory, and redevelopment issues associated with the former Concord Naval Weapons Station.

South Weymouth Naval Air Station, South Weymouth, Massachusetts

Advised master developer regarding environmental and regulatory issues, due diligence issues, and Federal BRAC land disposition process for former air base in Massachusetts.

LakePointe Urban Village, Covington, Washington

Advised master developer in negotiations regarding shared public and private infrastructure development and maintenance, and leasing and environmental issues.
