Representative Experience
Slone guides and assists airport sponsors with the development of airport property, including the use, transaction structure, procurement, and contracting for developments including hotels, aircraft servicing, FBOs, and other aeronautical and non-aeronautical development. Examples include:
- An airport sponsor in Florida that is considering adding commercial air service to its general aviation airport and has expanded aeronautical development through the use of Firm-generated RFPs, aeronautical leases, and a new set of Airport governing documents (Minimum Standards and Rules and Regulations)
- An airport owner in Texas adding an MRO development to its aeronautical leaseholds through a public solicitation process.
- The Tweed New Haven Airport Authority on lease and terminal development project agreement, including development of a first of its kind FAA approved contracting model to pair airport terminal development with airport operations contracting outside of the Airport Investment Partner-ship Program (AIPP)
Slone advises airport sponsors on the planning, procurement, and contracting of ConRAC facilities, including using public-private partnerships and airport-funded models. Examples include:
- The Sacramento County Department of Airports on procurement of a consolidated rent-a-car (ConRAC) facility as a public-private partnership with an initial pre-development agreement phase.
- Reno-Tahoe International Airport on negotiation and financing of a $299m, privately financed consolidated rent-a-car (ConRAC) facility using a revenue-risk public-private partnership model.
Bond-funded ConRAC lease and concession RAC agreements on behalf of airport sponsors in Michigan, Idaho, and Pennsylvania.Advises airport sponsors regarding general procurement practices, including assisting a client with a procurement audit to improve their procurement practices, documentation, and lease forms.
Prior to joining the Firm
- Advised on compliance with Transportation Security Administration (TSA), Federal Aviation Administration (FAA), Department of Homeland Security, and Department of Justice (DOJ) regulations.
- Drafted, amended, and revised City ordinances, rules, regulations, policies, and standard operating procedures (SOPs) for O’Hare and Midway International Airports including Airport I.D. Badge Rules and Regulations, First Amendment Rules, and Ground Motor Vehicle Regulations.
- Counseled on compliance with AIP grant assurances and FAA revenue use regulations.
- Drafted, revised, and negotiated all forms of contracts for the airports including building leases, concessions agreements, airline reimbursement agreements, rights of entry, facilities agreements, use agreements, license agreements, and various procurement agreements (RFPs, RFQs, PSAs relating to the O’Hare 21 terminal area plan).
- Drafted and negotiated agreements with utility and telecommunications companies operating on airport property/serving the airports
