Slone Isselhard works with clients to plan, develop, procure, contract, and manage major public infrastructure projects, with a particular focus on airport-related construction and real estate development projects. In addition, she advises airport operators throughout the United States on complex federal regulatory and policy issues, including those raised by recently published revisions to federal grant assurances, grant agreements, and DOT policy. She has advised clients in the planning, procurement, and contracting of numerous airport development projects, including ConRAC facilities, automated people movers, terminal developments, general aviation facilities, aviation fuel facilities, and aviation fuel pipelines. Slone offers clients an understanding of the unique issues that are raised for public owners of airports and other infrastructure, having served as an in-house attorney for the Chicago Department of Aviation prior to joining Kaplan Kirsch, LLP, where she advised the City on airport-specific federal regulatory matters in addition to public procurement, construction contracting, and contract administration for O’Hare and Midway International Airports. Slone’s recent experience includes significant work on ConRAC projects, including those delivered as P3s and conventionally with airport funding, as well as with drafting and negotiating ConRAC lease and concession agreements with rental car companies and with procurements and leases for airport land development.
Representative Experience
- Advised on compliance with Transportation Security Administration (TSA), Federal Aviation Administration (FAA), Department of Homeland Security, and Department of Justice (DOJ) regulations
- Drafted, amended, and revised City ordinances, rules, regulations, policies, and standard operating procedures (SOPs) for O’Hare and Midway International Airports including Airport I.D. Badge Rules and Regulations, First Amendment Rules, and Ground Motor Vehicle Regulations
- Counseled on compliance with AIP grant assurances and FAA revenue use regulations
- Drafted, revised, and negotiated all forms of contracts for the airports including building leases, concessions agreements, airline reimbursement agreements, rights of entry, facilities agreements, use agreements, license agreements, and various procurement agreements (RFPs, RFQs, PSAs relating to the O’Hare 21 terminal area plan)
- Drafted and negotiated agreements with utility and telecommunications companies operating on airport property/serving the airports
