Denver, CO – Kaplan Kirsch LLP is proud to announce the election of three highly respected attorneys to the partnership: Slone P. Isselhard, Stephanie Griffin Mateo, and Sarah E. Wilbanks. All three attorneys have extensive experience working with clients across the U.S. – both in-house in previous careers, and as part of the firm’s airport practice.

Slone Isselhard’s national practice focuses on advising clients throughout the U.S. on complex transportation infrastructure development, regulatory compliance, and policy issues. Her experience includes guiding airport operators through the planning, procurement, and contracting of airport development projects (P3 and bond-funded) and concession agreements. In addition to her transactional work, Slone counsels DOT obligated sponsors on their relationships with federal security and enforcement agencies.
Stephanie Griffin Mateo’s practice focuses on transportation and airport law, with a focus on the development, operation, and legal aspects of public transportation and infrastructure projects. Her work in airport law includes airport development, including through public-private partnerships (P3s), and regulatory compliance. Stephanie has also served as counsel to large, publicly traded companies that operate airports and other transportation infrastructure. She advises a number of Florida governments on airport, transit, and other transportation issues.
Sarah Wilbanks’ practice is focused on representing U.S. airports on a wide range of issues arising under federal law that touch on airport sponsors’ regulatory, transactional, and litigation requirements. She is widely recognized as an industry leader for her national expertise in negotiation of airline use and lease agreements and in representing sponsors in airport development and transactional matters.
